Take over control of a subdomain

I have a question about taking control of a subdomain within wordpress.com
This site contains internal info for a group of enthusiasts.
The person that run this site resigned from being responsible for the site in June 2014, and refuses to give the password/key for the site to another person.
Can WordPress help us to take control of this site?
Of course we can deliver any written statements as the proof of this group’s ownership.The blog I need help with is: (visible only to logged in users)

Can WordPress help us to take control of this site?No. Groups do not own blogs. Every WordPress.COM blog has a sole owner and it is the person with the WordPress.COM username account who registered the blog under that username account and their associated email address.
They must be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog and purchased upgrades to renew them or transfer the blogs and the upgrades to another username account.
To transfer a blog from one username account A to another username account B the blog’s owner must first log in under the username account A that owns the blog you want to transfer to the other username account.
Then the blog’s owner adds the other username account B as an Admin of the blog.
