WordPress.com doesn’t shut down sites on demand. You have to proof one way or another you are the rightfull owner.
Go to https://wordpress.com/support/account-recovery/#account-recovery-form and give as much information as possible at the bottom of the form.

Thanks for your reply but don’t you think I already tried those things ?
back in 2011 there was no talks about two step Authenticator.
it was a free website so I never shared my credit card with WP.
and the mail adress used has been hacked.
maybe the site can stay online but i wrote an article back in the days and the person wishes is to be taken down.
maybe if they can take that specific page offline.
the rest is my personal blog so I don’t particularly care

Just write all that info at the end of Account recovery Form. Also mention the hacked email address as the Recovery Team can check if it’s the account owning that site.

Thank you for your reply but it doesnt work like that.
It’s impossible to submit with the a request with the Account Recovery Form.
as stated they need one of these but it’s impossible in my situation ; so i want to be able to contact some one directly so i can send even my request directly.- Transaction ID: A transaction ID is a unique alphanumeric code generated for your payment. If you purchased an upgrade on the site with credit card, PayPal, or another method, you can retrieve a transaction ID from the respective account statements, or locating a past WordPress.com receipt sent to your email address.
- Activation URL or key: When you created your WordPress.com account, we sent an activation link to your email address that you were required to click. If the email you received included a confirmation button instead of a link, you can copy the activation URL by right-clicking on the button and selecting “Copy Link Address” (this text may be vary slightly depending on your browser).
- Two-Step Authentication Codes: If you have two-step authentication enabled on your account, you can provide a current code from your authenticator app to prove ownership.

Hi there!
Thank you for reaching out. At the moment the site displays as deleted:

If you see it differently can you please try to clear your browser’s cache memory?
Check here how to do it: https://wordpress.com/support/browser-issues/#clearing-your-browser-cacheIf you have any more questions let me know.
