  can I import the lorem lipsum theme from the wordpress.org and use it on wp.com?

  Your WordPress.com site would need to be on the Business plan or eCommerce plan to upload a theme that is not available in the WordPress.com theme directory.

  If you upgrade your site to one of those plans, then yes, you can upload that theme and many others that are made for WordPress.org sites.
