taken wordpress domain

Hello.
There’s a domain that I’d like to have on WordPress (so ending with wordpress.com) but unfortunately, it’s taken by somebody else. It’s not used in any way and it’s been this way for a while now. Does that mean it’s blocked forever? Or is there a way to contact the person who owns it and ask to let it go since they’re not using it?

A taken address does mean it’s taken forever, unless the blog owner opts to transfer that blog to you. They cannot delete it to allow you to take it, only transfer ownership.
