Taking over an inactive free domain

I want to start a free wordpress website, but the domain I want (rabbikatz.wordpress.com) is already taken. However, I see that the person who took it has never used the page; all there is is the default starting post from 2011. The website has been entirety inactive since then.
Is there anyone I can speak to about acquiring that free domain? Does WordPress have some policy about inactive domains, or does that person keep rights to his free wordpress domain forever, regardless of activity? -
blog URL’s are good forever – no need to post on them to keep them active, WordPress.COM will not take a name away from someone for you
contact the blog owner and see if they will sell or transfer the blog to you, try leaving a comment on the blog or put on your detective hat.

I figured that would be the case.
The blog owner hasn’t been active since 2011. I’ve been trying to find a WHOIS website that pulls site info on wordpress blogs, but they all keep giving me the info of wordpress.com itself. Any suggestions where to look? -
There is no listing of any personal information for individual WordPress.COM blogs unless the owner chooses to post the information on the internet somewhere.
Leaving a comment is your only option unless the blog name is the account name and you can find someone that is using that name (sort of slim chance actually) – picking a different name or buying a custom domain name and domain mapping it to a blog here is probably easier – the mapped domain name will cover up the base blog name for your visitors
