Tax calculated correctly in cart page but not in shipping page.

I have the following settings:
tax class: standard rate.
tax calculated based on shipping address.
In cart page, the sipping is calculated correctly. i.e., the tax is changed according to the shipping address.
But in checkout page, only when i tick/untick the checkbox for ship to a different address, the tax is changed.The blog I need help with is: (visible only to logged in users)

It sounds like one of the settings might be off, but I’ll admit it’s a bit out of our wheelhouse in the forums for free WordPress.com hosted sites (more info here). Have you worked through these steps?
