  i want to all users can save pictures which i have provide for them in my pages and also copied content for the same which feature is for best result .

  Visitors can do this by right-clicking on an image n your site and selecting ‘save image as…’.

  Are you asking about which block to use? Or whether you’d need to upgrade? You wouldn’t have to upgrade to do anything mentioned above, although you would need to upgrade to Premium, Business or eCommerce if you wanted to upload videos: https://wordpress.com/support/videos/.
