Hello,
Some time ago I bought a paid Full Frame template for PLN 200 and now I don’t have access to it, I’m using a free plan. Please restore the purchased template or give me the money because I paid for it and I can’t use it. You don’t do that.

Since you’re using the free plan, you won’t be able to upload custom themes. You must upgrade to Business and eCommerce plans to allow you to upload your own custom theme. This can be useful if you’ve purchased a theme from elsewhere and want to use it on your WordPress.com site. Please read here for more information:
If you don’t want to upgrade your WordPress.com site, you can also use that theme with the stand-alone version of WordPress made by the community on WordPress.org. But even then you’ll still have to pay a hosting provider like Bluehost or Pressable for hosting services. Please read the differences between WordPress.com vs WordPress.org:

The template was purchased at wordpress.org and worked for several days to stop working afterwards and as I discovered that the template was removed. In this connection I lost PLN 200: https://wordpress.com/theme/full-frame/. Therefore, please restore the purchased motive or give me money.

You can access and reactivate the Full Frame Theme that you purchased by typing it into the search field on the theme page via the wp-admin dashboard:
https://andrzejwlodarczykhome.wordpress.com/wp-admin/themes.php?search=full%20frame
