  where do I find drag and drop templates for content creation, for creating educational modules for instance.

  What you are requesting does not exist here at wordpress.COM. However, you can create your own post and page templates and then use Copy a post https://en.support.wordpress.com/posts/copy-a-post/ or Copy a page. https://en.support.wordpress.com/pages/copy-a-page/

  this may be a dumb question but I need an answer anyhow. We are paying $99 for the year and see templates but each has a cost. Are those going to be useable by us or do we have to pay for the template on top of our already yearly charge?
