If I am building a website for someone who already has an existing website, do they sign up for the business account and make me an admin, then change the information when I am done creating the site?

The person who registers the blog under their WordPress.com is the sole owner and main Administrator. However, they can assign other users to help manage the site. Here are more details about the roles available: https://en.support.wordpress.com/user-roles/

You can transfer a site to a different WordPress.com account when you are finished creating it. See info here: https://en.support.wordpress.com/transferring-a-site-to-another-wordpress-com-account/

Hi there,
If I can chime in, if you plan to hand the site off to your client when you’re done, it would be best if they created the account, created the free site, purchased Business, and then added you as an admin. But you can also do everything via your account and then transfer ownership to them. The first option is just simpler.
