  I want to create a back up blog where I want to do all my customization at leisure and then publish it later on to my original blog when I feel happy with it. To do this perfectly I want to copy all the content of my blog to another blog. Is there a way that I can do this? Kinda like export from current blog and then import to a new back up blog?

  Now I do understand that google frowns upon duplicate content. If I set my test blog as private and do not let it index on search engines, will this make google happy and not pull down my original site ratings without passing it off as duplicate content?

  You do it exactly like that: export and import. And yes, if you set the test blog as private all will be well with search engines.
