  I’m trying to upload a theme and try to learn how to use WordPress. Is there anyway I can access that without starting a plan yet?

  You can use the free site https://samanthapook.wordpress.com/ for as long as you wish. You can activate any of the free or Premium themes found at https://wordpress.com/themes
  Any other “WordPress” themes you see on the Interweb are designed for sites hosted elsewhere using the WordPress.org software. They could be used here at WordPress.com by upgrading to the Business plan.
