  I’m looking to migrate my current Joomla website to WordPress, but want to trial it first without making it public. Is there a way to do this?

  Yes you can test a WordPress website without making it public.

  There is a privacy settings to make your website private, you change these settings at anytime. Please see more details from the help documentation: https://wordpress.com/support/settings/privacy-settings/
