Text in email are not displayed properly

Subscribers are complaining that french caracters are not displayed properly. This started testerday. Also, urls in the emails are not working.
This is an extract from one email:

Hi there,
Can you let me know what browser/email client they’re using so I can accurately test? After a bit of testing, it appears to be working correctly for me in Gmail, but I’d like to test in the same environment they’re using. I appreciate the additional information!

I do not have that information. But all complaints are comming from subscribers having email accounts @videotron.ca.
One person has the problem on outlook.

I wanted to let you know that I’m still looking into this! I haven’t been able to reproduce on Gmail yet, but I’m going to set this up on @videotron.ca and give it a go.

I apologize for the delay. I have a few more additional questions to help us troubleshoot the error.
- Can you ask the users that are having trouble to open the email up in multiple browsers and see if the problem persists across all browsers or is localized to one in particular?
- Can you ask them to switch the encoding to UTF-8 or Auto-detect and see if that helps? Instructions to do that can be found here:

This as nothing to do with the web browser. The problem is when opening the email in a email client like MS Outlook on windows, Mail on Mac and the default email client on iPad/iphone. Most problems came from email address @videotron.ca. But one person reported that on their blog the problem was also with @bell.net and gmail.
I can forward an email that has the problem, but I would need an address to forward it to.

A few follow-up questions:
Could you ask the readers in question if they also see the error when they view the message from within the browser web mail interface? I realize they’re currently seeing the characters when they view the email within their email client. However, it would help to know if they also see the characters when they view the email from within their browser.
When they’re testing the mail in the browser, can you ask them to try a few different browsers and see fit the issue pops up in all or only one or two?
If the issue does pop-up, does changing the encoding help? Again, encoding instructions can be found here:

It looks like several users of jacquelinelagace.net have videotron.ca emails. Could you ask them to upload a few screenshots of the issue, both in their email client and from the web email interface, to your Media Library?
I appreciate the help! This extra info will help us to troubleshoot the issue further.
