Text Wrapping with Images

I’ve noticed that in order to wrap text around images, it is decided when importing them. I have several images (The Flock page), that I’ve tried to edit (text wrapping) within the media library, but can’t get to the options that allow text wrap.
So, I then deleted images, and tried uploading into library again, but I was not given those options (e.g. size, text wrap, etc.) during the upload. It seems that sometimes I see the options when uploading, and at other times I do not. What determines if the option are shown, or not, during uploads?
Also, is there a way, that I’m not seeing, to edit previously assigned text wrapping? If so, how do I get to that option?
