  I want to create a blog with WordPress.com but I don’t want it to be public until I finish it.
  How I can do this?

  Hi there and welcome,
  To change blog visibility to public go to Dashboard > Settings > Reading scroll to Blog Visibility and choose option 1 . See the guide here http://en.support.wordpress.com/settings/privacy-settings/
