I would like to add “The Day We Fight Back” banner to go live on Feburary 11. However, it is javascript and I know that WordPress prohibits javascript. Is there another way to add the banner?

A banner is simply an image that you link to.
You can capture an image and upload it, link to it and display it in a text widget.
For creating links in a text widget see:

http://en.support.wordpress.com/widgets/text-widget/
NOTE http://en.support.wordpress.com/widgets/text-widget/#adding-an-imageYou can upload image files by clicking the Add Media button right above the editing area of a page or a post. http://en.support.wordpress.com/add-media/
You can also upload new files to your Media Library using Media → Add New. http://support.wordpress.com/media/media-add-new

Will WordPress.com be making a banner available for WordPress.com users, like you did for the SOPA/PIPA blackout day?

Thanks Jackie for the banner that is not as obtrusive as the one referenced by the OP
A suggestion for the future is to not keep the banner a secret in the future
