When I try to link the domain to wordpress.com, I get the error: The domain cannot be associated with a blog on WordPress.com because a prohibited element was detected.

Thank you for reaching out. It appears you’re trying to connect a domain to your WordPress.com blog, but you’re encountering difficulties due to it being an Internationalized Domain Name (IDN). Your domain, бти35.рф, falls under this category as it contains Cyrillic characters.
Currently, WordPress.com does not support connecting IDNs as per our support documentation. However, you could register a non-IDN domain to use with WordPress.com instead if you wish.

but when i put this url xn--35-9kc2a1c.xn--p1ai (its same as on cyrillic but on lat) i get this error “The domain cannot be associated…”
when i put on cyrillic then wordpress tell me “this address is not valid” -
As @staff-totoro explained, Internationalized Domain Names are not currently supported on our platform. So, even if you use ASCII code, it won’t be accepted.
You can register a similar domain using latin letters and numbers. So, for example, you can get bti35.com. If that’s something that interests you, you can register that domain by following this guide: https://wordpress.com/support/domains/register-domain/
Also, if you upgrade to one of our annual plans, you’ll be able to register that domain for free.
