The 'Extensions' line does not appear on my dashboard menu: why so ?

I cannot find the Extensions line on my dashboard, therefore I cannot add any plugin to my blog.
The blog I need help with is: (visible only to logged in users)

Hi there. There is no option to add plugins on WordPress.com. We can’t use them here and there is no upgrade that will allow you to install plugins. See: http://en.support.wordpress.com/plugins/
If you want to use plugins you’ll need to look at creating a self-hosted website using WordPress.ORG. WordPress.com and WordPress.org are completely separate and different: http://en.support.wordpress.com/com-vs-org/
