The file size exceeds the size in php.ini

My php.ini max upload is like 10M, these plugins I am trying to install are like 2M….but I keep getting the error that they exceed the size set forth in php.ini…..except they don’t. Is there some sort of bug, or am I supposed to change the max upload in a place other than the php.ini as well?
