The final word on using plugins with wordpress.com

I have read several posts on this forum and other places online, and was finally convinced that wordpress.com does not allow plugins.
However I just read this following quote from the comparison page (http://get.wp.com/#comparison), and now I am really confused:
We don’t allow custom plugins, but provide some excellent plugins for all blogs
What are these “excellent plugins” that are supported and how do I use them?

They are called Widgets and Short Codes – the Plugin’s have been converted and built into your blog – if you go to a WordPress.ORG installed blog, there will be a lot fewer Widgets and you would need to search for Plugin’s for the same functions

Thanks very much. It might be a nice idea to mention that in the comparisons page since others might be searching for “plugins” not “widgets”.
