The Jetpack server was unable to communicate with your site

I am getting the following error when I try to connect to Jetpack:
The Jetpack server was unable to communicate with your site https://uniq-geek.com [HTTP 409]. Ask your web host if they allow connections from WordPress.com. If you need further assistance, contact Jetpack Support: http://jetpack.com/support/
I have tried the following to help:
*Increased WP memory (it was initially low and overcap)
*Disabled all other plugins
*Set a Cloudflare rule per the setup instructions https://imgur.com/aaN3GxG
*Checked if I got the correct xml-rpc message (I do)
*Checked is SSL was causing issues (doesn’t seem to be)What could be causing it to not connect?

As a side note, and something that may be the issue but I am helpless to correct:
I switched hosting on this site in the past couple days. When I uploaded the data from my old host, I got an error that said basically that Jetpack locked out my account because my IP was suspicious. It did this on every computer I tried. So in the troubleshooting, it told me to disconnect the Jetpack, so I did. In doing so, it took my site entirely off this site as well. Now I don’t have any listed sites under my account here. But it says I need to install Jetpack to get it back.
