Hi,
Can you enable XML-RPC in Settings -> Writing, click Save Changes, then see if you’re able to activate Jetpack?
If you get the same result, can you ask your web host if they’re blocking XMLRPC?

Thanks Bryan. I tried this, it didn’t work, then I tried the last step of the Jetpack troubleshooting tips, adding “/xmlrpc.php” to the end of the URL, and the website could not be found, so I’m working with my web host on this.
In the meantime, I’m not sure how to associate my wordpress account with this blog. Since jetpack needs a wordpress account to work, how does wordpress know that this blog is connected to my account? Does that make sense? Thanks.

Okay, thanks for giving that a try.
My best suggestion for now is to contact your host to see if they’re blocking XML-RPC.
