Are you running any Firewalls or third-party security software with Windows? If so, would you please try disabling those?

The only thing I could think of was my antivirus software.
I turned off my antivirus and tried it, but you’d think a third party tool would affect the Chrome browser too.
This change didn’t fix it either.

Would you mind reinstalling Flash, just to make sure that your current version isn’t causing any problems?

There is a second “UI” difference – the “upgrade to PRO” button you have on your bar has a blue rim and a black background on the machines that do not show the drag and drop browser.
On chrome, and the machine at work the button is all blue.

It really sounds like your browser is holding onto an old cache of everything.
Just to be sure, did you try clearing your browser’s cache?
If so, would you please try again?

No. it did not work this time, nor the other times.
If you suspect this is a cookie or file on my machine or on yours, it must have a name or URL stored somewhere. If you gave the names for the new and the old I could do some disk searches for it and see if it is unexpectedly being saved somewhere in the registry or on my disk.

Well, if you cleared all cookies, it should be gone, but please feel free to search for and delete any cookie related to wordpress.com
Do you have access to any other computers with IE 9 that you could check from?

I did some more digging on this, and this actually appears to be by design.
The new drag and drop uploader utilizes HTML 5 uploading, so that no browser plugins are required. Unfortunately, IE and Opera are the only browsers to have not yet adopted support for HTML 5 uploading, so they fall back to the original “Select Files” button which requires either Flash or Silverlight.

You’d think that info (not supported yet under browser X) would be easier to find out!
