The option of "Plug-Ins" is not located on the left side of the Dashboard screen

  plug-in not listed on the side bar screen under Appearance; therefore, I cannot seem to upload the Shopping Cart plug-in. I must be doing something wrong or missing something, but I still cannot figure it out. Thanks!

  There is no FTP access to free hosted WordPress.com blogs and we bloggers cannot install any plugins. To have plugins you need to hire a web host and set up your own self hosted WordPress.org install. http://support.wordpress.com/com-vs-org/
  There is no upgrade you can purchase that changes this.
