How do I disable the pop-up on the bottom right of blog that invites me to follow a blog? It drives me crazy while I’m trying to read something.

It’s the “new” Action bar and replaces a couple of functions that were previously found in the Admin Bar. https://en.blog.wordpress.com/2015/08/26/new-action-bar/
You can’t dismiss it, but you can minimize/shrink it. When you do, it will remain small until you hover your cursor over it.

Thank you very much, justjennifer! That action bar bothers me so much–to the point where I can’t read the blogs on the site, only in my email. I will try shrinking it and also leave a comment on the thread. Thanks again.

Got it, thank you! Now I feel better just having expressed my view. Hopefully, the feature will be removed, and, as I said in my comment, why wouldn’t users have a CHOICE?
