I have two WP websites I am working on for clients and both of them are presenting the same issues. I can only access the Dashboard a Plugins sections. Everything else gives me an error (below)
The page can’t be found.It looks like nothing was found at this location.
I have tried almost everything and I do not know why this is happening. can someone please assist me?

It seems like your site is using the self-hosted version of WordPress, and is being hosted through a different provider. Thank you @staff-totoro for your reply. The sites I am working on are not linked to this one. They are hosted domains. I have upped the memory, checked config files as well as reset the htaccess files and I am still experiencing the same thing.
