That’s why it’s called ‘background’ in the first place—the main content (that is, any ‘foreground’) will be on top of it. Try set the image as ‘header’ instead. Also check here:

How do i explain what I want. Header ( my image) and 3 three pages.

From your [Dashboard]
choose the menu [Appearance]
then choose [Header]Once there, select an image as your header, then ‘Save Changes’
and see what happens. Good luck. -
