Wordpress.com doesn’t take down sites on demand, only the owner is able to do so.
Once logged in to the account owning that site, you can close that site by following instructions as given at https://en.support.wordpress.com/delete-site/ -

The issue is that the WordPress.com user account you are posting from is not the owner or admin of the site you are trying to delete. This typically happens when you’ve ended up with a second WordPress.com user account and that second account is the one that owns the site. You’ll need to log into THAT user account in order to make any changes.

Therein lies the problem. The Parish Council has been locked out of the http://www.collywestonpc.wordpress account for 2 years and no amount of communication with WordPress has helped. It just needs to be deleted off the web, as the Council had to open another website to keep the village informed.

Any WordPress.com site belongs to the individual who registered the WordPress.com username account that created the site and only that person has the ability to take the site offline.
I realise this is frustrating, but we cannot delete the site at the request of a third party under any circumstances, so unless you can provide verification that you own the account in question, I’m afraid there’s nothing we can do here. We have strict rules in place to protect unauthorised changes to our users’ sites, and unauthorised access to their accounts.
The only way we’d be able to make an exception is if the site was either violating our terms of service, or if we received a valid court order to take the site offline. If you wish to pursue the latter option, you can find our legal guidelines here:
