For a website hosted on WordPress.com, the robots.txt file is updated when you change your privacy settings: https://en.support.wordpress.com/settings/privacy-settings/
If you recently changed the setting to “allow search engines to index this site”, you’ll still see “A description for this result is not available because of this site’s robots.txt” in Google search results until they come back to your site, discover the change, and update their index.
