How do I remove the toolbar at the top of my blog?

You only see it when you are logged in to wordpress.com. Your site visitors don’t see it, unless they too are logged in.

if you mean the grey wordpress toolbar, it is only there when you are logged in. If you are talking about something else, we need a link to your blog to see what you mean.

How do I customize my blog design without using CSS? (I have no idea how to use it..
Last question: Can I get rid of blogroll and Meta on the sides of my page?

Go into manage>categories to add categories. But they won’t show up in your sidebar until you have posts in them.
You can’t customize without CSS and there is no official support for it so before you buy it, spend some time learning how to use it.
Those widgets are the default ones. Once you add a widget (in your dashboard under design) they will disappear.
