The Transfer Menu Item is Missing From WordPress Domain Management Window

I am converting my WordPress blog from WordPress.com to a self-hosted WordPress.org blog. In this process I want to transfer my domain to Bluehost. However, when I go to the Domain Management page of my TheMemoirMidwife.com blog, the only options on the left of the window are “Email” and “Edit DNS.” There is no “Transfer Domain” button. Therefore, I cannot request a transfer code, and as such WordPress is holding my domain this blog hostage (so to speak). What should I do?

Also, while I was trying to figure this all out, I see that I was charged $99 on my credit card for…what? The email receipt I received does not say specifically what this $99 is for. I have a feeling that it’s been erroneously charged to me, for something I did while trying to figure out where the Transfer button is. Can you a) Tell me what this $99 charge is for, and B) Tell me how I can transfer my domain to Bluehost without incurring any more weird charges?

When I click on the edit button just to the right of the selected domain name (which in this case, it’s TheMemoirMidwife.com), the “Transfer” option does not appear on the left. The only options that appear on the left are the “Email” and “Edit DNS”.
