the upload theme button doesn't show up

  Its seems that at the themes page, you have an ‘add new’ button through with you can actually upload themes. but i don’t have that button, it seems by reading at forums its a wordpress issue, how can i fix this?

  The blog I need help with is: (visible only to logged in users)

  You aren’t able to upload any themes to WordPress.com. All available themes for you to use with your WordPress.com blog are found here: http://wordpress.com/themes/

  If you have a WordPress.org site, then, you would need to upload a theme.
