    Hi there,

May I know the domain name on which you are having an issue with?
It seems you are using WordPress.org free and open source software, if Yes then you need to ask this question in WordPress.org forum
    Link: https://wordpress.org/support/

WordPress.com and WordPress.org both are different.
To learn what’s difference follow the link
    WordPress.com vs WordPress.org

    Hope this will help you.

Although your website is self hosted I might help you. You can either upload to theme folder via ftp of if you have cpanel access or, you can increase your php upload limit by php.ini or .htaccess (plenty of tutorials on net).
