The URL I would like is taken but dormant, how can I contact its owner?

  The domain name that I wanted was unavailable but seems dormant, how can I contact the holder of the URL to try and obtain the URL I would prefer?

  Try leaving a comment on the blog. Or on the owner’s Flickr account which is newer.

  WordPress does not recycle blog names:
  http://en.support.wordpress.com/recycling-blog-names/

  Other than that, you could use a similar name substituting some letters with numbers or adding a number before or after

  Or register a domain name and map your blog to it.

  ie the comment you’d leave would be a request to have the blog owner transfer the name to you…

  Then your best bet is to leave a comment on that blog. Otherwise staff won’t free up the blog.

  The blog owner needs to allow you to take the name. See the link about recylcing blog names above.
