Your site currently has the WordAds module disabled. Please switch on that module if you want to apply for WordAds.
Also note there is a minimum traffic requirement before a site is accepted into WordAds, or else you’ll have to upgrade to the Jetpack Premium or Professional plan.

So it means there is no way to apply wordads for free. You have to take premium or other paid membership in jetpacks.
I cannot apply for wordada for free ? Is that so ? -

You can apply for WordAds on Jetpack plans below Premium but as @kokkieh mentioned, the site will need to meet the minimum traffic requirements before it is approved (I’m unable to give an exact figure). The WordAds module will also need to activated in order to apply.
The Jetpack Premium or Professional plan will be needed to you want to start using ads straight away, without having to go through the approval process — that’s what staff-blorbo meant in relation to upgrading.

in that case wordads says your website is not public , and i have done it public already !
then someone here replied turn your wordads module enable

WordAds is available for free to sites hosted on WordPress.com.
Your site is not hosted on WordPress.com, therefore WordAds is provided by Jetpack. In order to use WordAds under Jetpack, you will need a paid Jetpack Premium or Professional plan.
Again, WordAds is not available for free on the type of site you currently have, because you do not have a site hosted on WordPress.com
You are attempting to follow the instructions for applying WordPress.com sites to WordAds, while you do not have a WordPress.com site, and that is the problem.
