  You cannot create themes on WordPress.com. If you want to code your own theme for WordPress.org, go right ahead. You’ll need exceptional design and coding skills.

  On a similar note: You can create a theme in some aspect by using the No CSS Sandbox and working up the complete CSS file for it. But, as raincoaster said, you’ll need the skills for it.

  If you do have skills in working with css you can customize a wordpress.com theme found here -> Presentation -> Themes but to do so you have to purchase an upgrade.
