  i want to install a new theme in my board so i understand i must paid to enable these
  i have a visa electron card so i go to subcrive the provlem is the paypal i must paid smt to paypal? the transactions is any othe way with no papypal only the visa card and finish pls help

  If your blog is hosted at WordPress.com you cannot upload themes at all, you can only choose from the options already in your Presentation page, or buy the Custom CSS upgrade.

  If your blog is not hosted here, you need to be at WordPress.org.

  First, is your blog hosted at WordPress.com? And do you know CSS? If either of those answers is no, there’s no point in proceeding.

  What is the URL of your blog? And do you know how to use CSS? And do you realize you can’t get the theme you want even with the CSS upgrade: you can only tweak the look of our given themes?
