  I want to upgrade to the Premium Theme and have purchased a theme off Themeforest.com. Can I use the same for my website? Please advise.

  The only themes you can use on WordPress.COM are those listed in the theme directory.

  There is not a way to use third party themes, and there is no upgrade that allows that. WordPress.COM themes are specifically designed for this multiuser format. The theme you purchased may have a corresponding WordPress.COM theme that you can use, but you should try to get a refund on the one your purchased.
