Can I upload a custom theme to my WordPress.com site?

Can i upload genesis framework and themes to my wordpress.com site? if not how do i change to a wordpress.org and have my own url? I already have a host and domain. I just want to switch to wordpress.

Themes cannot be uploaded to WordPress.com. WordPress.com is a hosted service and you do not have FTP access. That’s a feature of self-hosted blogs through WordPress.org.
