  You can’t install any themes (templates) on WordPress.com.
  WordPress.com comes with over 370 free and premium themes to choose from.

  You can additionally purchase the WordPress.com Premium or Business plan for your blog, which includes a Custom Design feature that allows you to edit the look and feel of any theme available on WordPress.com.

  If you would like to upload your own themes move your WordPress.com blog to a web host that allows editing and uploading of completely custom themes, using the WordPress.org software.
