I am thinking of buying a theme that I like, but I have also planned to move my blog to a self-hosted platform but still using wordpress. My question is: if I move my content to BlueHost for example, and I install wordpress.org there, can I still use the themes that I have bought using my wordpress.com site?

Premium themes purchased at WordPress.com are only valid here at WordPress.com. If you decide to purchase and upload the self-hosted version of a premium theme you were using at WordPress.com, your WordPress.com theme customizations most likely will not be transferred as the underlying settings of the theme are usually not equivalent.Source: Guided Transfer FAQ’s
