theme?

I want to have a series of folders (hotspots) so that I can title them as various cities and within each of those folders there will be my blog posts. So that if someone was to go on my blog and wishes to read all my posts about Budapest they would only have to click on that hotspot rather than trawl through every post. Is that something I can do? Is there a theme or way html code that I can apply?
