None of you has provided a link to your blogs. With regard to themes it makes a difference whether you have a WordPress.com blog or a WordPress.org blog.
“WordPress.com is a hosted blog service. You do not have to download software, pay for hosting or manage a web server. WordPress.com does not permit uploading themes or plugins.
WordPress.org is free software. You can install themes and plugins, run ads, and edit the database. Check out our article on the differences.” from the first page of support help

is it true that wordpress can install new themes prior to what members liked if they want to use other themes aide from what we have in our dashboards?

Themes used here have to be modified to run on the modified multi-user version of wordpress used here at wordpress.COM, and to make sure there are no security holes or issues with the theme. They also have to test all of their modified themes in all browsers on all platforms to make sure that they work properly. This typically takes several rounds of modification and testing. It isn’t like they can just upload a theme and make it available to us.
