  Hi there,

  Business plan provides the feature of uploading a custom theme. No other plan includes this feature. So, in order to upload your custom theme you need to buy a Business plan.

  There are various free themes available https://wordpress.com/themes/free/
  Free plan allows you to do basic customization on these themes.
