If I am interpreting your question correctly, I believe that you cannot upload custom themes to your wordpress.com site unless you have upgraded to a business plan.

That is correct.
Unless you have a wordpress.COM hosted site with a Business plan https://wordpress.com/pricing/ you cannot install any plugins in addition to those that are built in to all of our sites, and you cannot install third party or custom themes.
There is no FTP access to wordpress.COM hosted sites.
