  You can upload your own themes on this page https://wordpress.com/themes only if your site is on the WordPress.com Business plan.

  Sites on the WordPress.com Premium plan and below cannot upload custom themes, as mentioned on this WordPress.com pricing page https://wordpress.com/pricing/
