I would like to change the theme on my new wordpress.com blog to ‘Babylog’ that I have used for a previous blog. Can this be done? https://wordpress.org/themes/babylog/

Unless you have a WordPress.COM hosted site with a Business plan upgrade https://wordpress.com/plans/ you cannot install any plugins in addition to those that are built in to all of our sites, and you cannot install third party or custom themes.
That is a WordPress.ORG theme. It is not a WordPress.COM theme found here https://wordpress.com/themes/.
