  Hi there, only sites with the WordPress.com Business Plan are able to upload custom themes: https://en.support.wordpress.com/themes/adding-new-themes/

  Other sites can select themes from the WordPress.com theme directory: https://wordpress.com/themes/

  I’m not too certain on what that exact theme is, it could be custom for all I know, but if you clarify what you like about it, we may be able to recommend one.

  I like the rettangular big buttons on the body for choose the various pages.
