  I want to start building asap… but I want to start with a blank theme… not one that’s already done

  The whole point of WordPress.com is to make it easy for people to create a site and start writing their posts and pages in minutes rather than hours. So there has to be a theme for each site as a starting point. But there are dozens of free themes, not all of which have much in the way of demo content. So do check out https://wordpress.com/themes If you want to build your own theme perhaps another option would be hosting your own site elsewhere with the wordpress software.
